June 3, 2025, Special Town Election

The Town will hold a Special Town Election on Tuesday, June 3, 2025, for the purpose of seeking voter approval of a debt exclusion to fund the construction of a new North Attleborough High School.

Ballot Question

The proposed ballot question language is as follows:

"Shall the Town of North Attleborough be allowed to be exempt from the provisions of proposition two and one-half, so-called, the amounts required to pay for the bonds issued to fund the construction of the North Attleborough High School Building Project?"


A “YES” vote would allow the Town to levy the additional taxes needed to repay the money it borrows to construct a new high school building.

A “NO” vote would prevent the Town from levying additional taxes to construct a new high school building.

Proposition 2 1/2, Debt Exclusions, and Overrides

Proposition 2 ½ refers to a Massachusetts law enacted in 1980 that limits the amount of property tax revenue a community can raise through real and personal property taxes to fund municipal operations. The total revenue amount is referred to as the Tax Levy or Levy Limit. For municipalities that wish to raise the levy over 2.5% of the prior year’s Levy Limit, the city/town must introduce ballot questions asking for a debt exclusion or override.

A debt exclusion needs a two-thirds majority vote by the Town Council to be placed on a ballot. It allows a municipality to raise funds outside the Levy Limit for a limited period of time needed to repay the debt and interest on a loan for a particular capital purpose. For the purposes of the June 3rd Special Election, the debt exclusion would allow funds to be used to repay a loan for the costs of constructing a new high school.

An override, which is not being placed on a ballot for residents to consider, allows a municipality to permanently increase a community's levy limit, which increases at the rate of 2.5 percent each year as part of the levy limit base.

Unlike an override, a debt exclusion does not become part of the base used to calculate the annual 2.5 % increase in the Town’s Levy Limit.

Project Background

The Massachusetts School Building Authority (MSBA) invited North Attleborough Public Schools into the Feasibility Phase for the North Attleborough High School Project in April 2023. Since then, the North Attleborough High School Building Committee has diligently worked through the MSBA process, completing and submitting a Feasibility Study, Schematic Design, and more.

The preliminary estimate for a new school is approximately $290 million. This estimate does not take into account reimbursement by MSBA. Funding will primarily come through a debt exclusion or borrowing, with town approval.
